The Massachusetts Executive Office of Housing and Livable Communities (EOHLC) has issued new Responsible Contractor Guidance effective July 2025. This guidance applies to affordable housing projects across the Commonwealth and outlines compliance requirements for both general contractors and subcontractors.

 

The updated guidance establishes new standards for:

  • Subcontractor approvals and documentation
  • Certificates of Compliance and project closeout procedures
  • Certified payroll reporting requirements
