As a result of the COVID-19 outbreak, the construction industry has been considerably altered as new requirements of the safety guidelines issued by the CDC, OSHA, the Commonwealth, and the City of Boston are implemented. IBEW, Local 103 and Boston NECA are committed to keeping jobsites safe, operational and less crowded and to providing as much flexibility as possible to signatory contractors to help meet jobsite safety requirements.

After further discussion, we have updated the Local 103-Boston NECA Emergency Worksite Provisions. This June 16, 2020 Memorandum of Understanding will supersede the Local 103-Boston NECA Emergency Worksite Provisions dated April 21, 2020.

Flexible Start Times: The requirements of Section 6.6(c)&(d) are temporarily waived to allow for staggering the start times on projects affected by the outbreak.

Four Ten-Hour Days: May be utilized in accordance with Article VI of the Memorandum of Understanding.

Shift Premium Waived: Shift Premium (Section 6.9) waivers on projects affected by the COVID-19 outbreak shall expire June 20, 2020 unless authorized by the Business Manager.

The Parties may mutually terminate this Agreement at any time, and either party may unilaterally terminate this Agreement by providing at least a 90-day written notification to the other party.
